The Fix sketch tool grounds a sketch entity on the sketch plane so that it does not move.
Currently, there are two circles on a sketch plane. If you click the center you can freely move the circle around. If you click the center of the circle and then click the Fix tool on the sketch toolbar, the Fix icon is affixed to the circle. This makes the circle unmovable. To remove the Fix attribute from the circle, select it and then press the Delete or Backspace key on your keyboard. You can now freely move the circle again.
Constraints can be toggled on while you make selections. Toggling the Fix sketch tool on will make each entity that is selected constrained to the sketch plane so that it will not move. Click Fix again to toggle off, or select another tool to toggle Fix off automatically.
